Cycling is weeks away from setting up an independent commission to investigate cycling's drug-stained past, World Anti-Doping Agency President John Fahey said.

A "monumental cloud" will hang over Spanish sport until all the athletes involved in the Operation Puerto case are identified, according to the head of the World Anti-Doping Agency (WADA).

The World Anti-Doping Agency called the UCI "deceitful" Tuesday for shutting down its independent doping panel and said it won't participate in an amnesty commission set up by the cycling governing body.
