Evans Wins Tour; Cavendish Takes Stage 21

In the other competitions, Cavendish took the green jersey, Pierre Rolland (Europcar) won the white jersey, Samuel Sanchez (Euskaltel-Euskadi) grabbed the polka dot jersey, and Garmin-Cervélo won the team competition.
